Public-Sector Operations Support
Angulo & Morsa Legacy Consulting supports selected public agencies, special districts, public-serving organizations, and government prime contractors with practical operations-improvement and implementation support.
We help organizations examine how work is performed, identify the causes of recurring operating problems, improve workflows and responsibilities, strengthen documentation and performance visibility, and support implementation.
Services may be provided directly to a public-sector organization or as a defined subcontracted workstream within a larger government project.
We do not claim specialized engineering, architectural, legal, auditing, cybersecurity, grant-administration, or other licensed or regulated expertise unless appropriately qualified personnel or teaming partners are included in the engagement.
How We Can Support Public-Sector Work
Our capabilities may support projects involving:
Operational assessments and process analysis
Current-state and future-state workflow mapping
Root-cause analysis and issue prioritization
Workflow, handoff, and responsibility improvement
Standard operating procedures and process documentation
Implementation planning and action tracking
Employee and manager training
Technology adoption and process support
KPI and performance-measure development
Management review and accountability routines
Customer, resident, or constituent service improvement
Sustainment and structured handoff
Our role is not to recommend change based only on assumptions or a predetermined product. We work to understand the operating environment, available evidence, stakeholder needs, and practical constraints before proposing or implementing improvements.
Direct Engagements and Subcontracting Support
Depending on the opportunity, Angulo & Morsa may support:
Public Agencies and Special Districts
Clearly defined professional-services engagements involving operations, workflows, documentation, service delivery, implementation, training, performance measurement, or management controls.
Government Prime Contractors
Defined work-streams that can be incorporated into a larger technology, planning, healthcare, compliance, engineering, public-engagement, or organizational-improvement project.
Potential subcontracted work may include process discovery, stakeholder interviews, workflow mapping, requirements support, SOP development, implementation coordination, training, performance measures, and adoption support.
We evaluate each opportunity based on the requested scope, required qualifications, schedule, contractual requirements, available capacity, and alignment with our actual capabilities.
A Different Engagement Structure
Our standard commercial Diagnose, Improve, and Sustain process and published package pricing are designed for direct engagements with established owner-led and family-owned businesses.
Public-sector and government-contractor work follows a separate structure based on the applicable:
Solicitation or request for quotation
Statement of work
Professional-services agreement
Purchase order
Task order
Subcontract
Other written authorization
Public-sector engagements do not automatically begin with our commercial Operations Diagnostic and do not use the published commercial package pricing shown elsewhere on this website.
The scope, approach, deliverables, responsibilities, schedule, reporting requirements, and pricing are developed separately for each opportunity.
Pricing may reflect project complexity, labor requirements, period of performance, travel, meetings, reporting, insurance, accessibility, data handling, audit requirements, invoicing terms, and other contractual obligations.
Final scope, pricing, deliverables, schedule, and terms will be defined in the applicable contract or subcontract.
Our Approach
Evidence-Based
We use available operating information, stakeholder input, documentation, workflow review, and other relevant evidence to understand what is happening and why.
Implementation-Focused
When implementation support is included, we help translate findings into practical workflows, responsibilities, procedures, measures, training, and management routines.
Technology-Enabled
We support the effective use and adoption of technology when it addresses a clearly defined operational need. We do not treat software or automation as a substitute for sound process design, clear ownership, training, or management control.
Built for Internal Ownership
Our objective is to help organizations strengthen their ability to manage the improved process internally rather than create unnecessary dependence on outside consultants.
