Angulo & Morsa Legacy Consulting is a diagnostic-led operations improvement firm serving established owner-led and family-owned businesses, selected public-sector organizations, and government prime contractors.

We help leaders address recurring problems that affect customer or constituent experience, revenue capture, service delivery, operating capacity, employee execution, or management control.

Customers and constituents experience an organization through connected interactions—from first learning about its services and understanding what to do next through inquiry, intake, onboarding, delivery, communication, follow-up, and continued engagement.

Behind those interactions are the workflows, responsibilities, communication, handoffs, procedures, technology, employee practices, performance measures, and management routines required to deliver consistently.

Our work examines both sides of the same operating system:

  • What customers, constituents, and other stakeholders see, understand, and experience

  • What employees, managers, processes, and technology must do internally to support that experience

Every new direct commercial client begins with a paid Operations Diagnostic. Public-sector and government-contractor engagements follow a separate scoping, procurement, contracting, and pricing process based on the specific opportunity.

Based in Menifee, California, we serve businesses throughout Riverside County and selected nearby Inland Empire and North San Diego County communities. We also consider appropriately scoped public-sector, remote, hybrid, and subcontracted opportunities outside our standard commercial service area.

Why We Started the Firm

For many owners, a business represents more than income.

It supports a family, creates employment, serves customers, carries the owner’s reputation, and reflects years of work, investment, risk, and sacrifice.

That is the legacy behind our name.

As businesses grow, informal ways of working often stop scaling. Work moves across more employees, departments, locations, and systems. Responsibilities become less clear, customer communication becomes inconsistent, and small gaps begin affecting revenue, service quality, employee capacity, and leadership visibility.

We created Angulo & Morsa to help owners understand the operating causes behind those problems, strengthen the systems supporting the customer journey, and build greater control over how work is performed and managed.

Our goal is not to add unnecessary complexity or create permanent dependence on consultants. It is to leave the client organization better equipped to serve customers or constituents, manage operations, measure performance, and continue improving internally.

Our Founders

Edwin Angulo, co-founder of Angulo & Morsa Legacy Consulting.

Edwin Angulo | Co-Founder

Edwin leads the operations improvement and business analytics side of the firm.

He brings more than 15 years of experience across business ownership, healthcare operations, and military logistics. His background includes developing and managing:

  • Standard operating procedures

  • Workflow and quality controls

  • Scheduling and resource-coordination systems

  • KPI tracking and performance reporting

  • Compliance documentation

  • Service-delivery processes

  • Capacity and workload planning

His work focuses on helping organizations clarify responsibilities, reduce inconsistent execution, improve coordination, and create practical ways to track whether important work is being completed correctly and on time.

Edwin is completing a Master of Business Administration with a concentration in Project Management. His professional development also includes Lean Six Sigma, Lean Management, and OSHA 30-Hour General Industry training.

Mallory Morsa | Co-Founder

Mallory leads the customer experience, communication, and digital strategy side of the firm.

She brings more than 17 years of experience in website strategy, digital and product marketing, customer communication, email marketing, search engine optimization, content systems, accessibility initiatives, team leadership, and implementation support.

Her work focuses on making it easier for customers and other stakeholders to understand an organization’s services, take the appropriate next step, receive consistent communication, and move through the service process successfully.

Mallory also brings firsthand business ownership experience as the founder of Zoomies Marketing and nonprofit leadership experience as a Board Director and Secretary for an animal sanctuary.

She earned a bachelor’s degree in organizational management and marketing, graduating summa cum laude, and is pursuing a Master of Science in Psychology.

Edwin’s background in operations, logistics, process improvement, performance management, and compliance combines with Mallory’s experience in customer communication, digital systems, implementation, and customer experience.

To help established businesses and selected public-sector organizations improve operational performance, customer or constituent experience, and management control through disciplined diagnosis, practical implementation, and stronger internal capability.

An improvement is not complete simply because a report, procedure, or tool has been delivered.

The people responsible for the work should understand the process, know how performance will be evaluated, and be prepared to manage routine issues without unnecessary dependence on outside support.

In other cases, existing software, automation, or appropriate AI-assisted tools may reduce repetitive work, improve consistency, or strengthen visibility.

We evaluate technology as part of the operating system—not as a substitute for sound process design, employee adoption, human review, and accountability.
